Fixed — formatting toolbar on forums without Markdown
The formatting buttons in the group composers always inserted
Markdown. If
your forum doesn't have the Markdown extension installed — which is the case on
any forum using a WYSIWYG editor instead — nothing on the server could parse it,
so bold came out as literal asterisks. Seven buttons, all of them clicking, none
of them formatting.
The toolbar now checks what your forum can actually render:

Markdown installed → inserts Markdown, exactly as before.

No Markdown, but BBCode → inserts BBCode instead. BBCode is a separate
extension and covers every button here, so the same toolbar works.

Neither → the toolbar doesn't render, rather than offering buttons that
can't do anything.
Nothing changes for forums that have Markdown.
